The Office of the Special Envoy concluded a consultation on gender inclusion in Cairo.

The Office of the Special Envoy of the Secretary-General for Yemen concluded on the 29th of March a two-day consultation with Yemeni women and men in Cairo, Egypt, on their vision and priorities for inclusive peace. The participants exchanged views on the challenges and opportunities related to gender inclusion in the peace process and women’s participation in public and political life in Yemen. Discussions also focused on the potential space for men to advocate for gender inclusion in decision-making processes in Yemen.

The consultative meeting builds on the outcomes of similar discussions organized in Aden and Sana’a over the course of the past six months. The meeting brought together diverse participants representing women’s groups, civil society organizations, and political parties.

In Cairo, participants stressed the paramount significance of women’s meaningful participation in all stages of the political process and in building Yemen’s future. They discussed existing challenges to ensuring inclusivity in ongoing mediation efforts and highlighted the potential impact of local initiatives and the role that different stakeholders can play in strengthening inclusion in Yemen’s transition to peace.

A year after the Truce agreement, UN Special Envoy Grunberg reflects on the past year and the way forward:
“A year ago today, the warring sides in Yemen agreed to a Truce that lasted six months and expired last October. It was a moment of hope and a rare opening in a cycle of almost unabated violence and escalation over eight years. Even after its expiration, the Truce is broadly holding and many of its elements continue to be implemented. But the Truce’s most significant promise is its potential to jumpstart an inclusive political process aimed at comprehensively and sustainably ending the conflict.

Today, with renewed Yemeni, regional, and international momentum towards peace in Yemen, this potential could materialize. But there are still significant risks. The military, economic and rhetorical escalation of recent weeks is a reminder of the fragility of the Truce’s achievements if they are not anchored to political progress towards a peaceful resolution of the conflict.

There is a need to protect the gains of the Truce and to build on them towards more humanitarian relief, a nationwide ceasefire, and a sustainable political settlement that meets the aspirations of Yemeni women and men. This requires a process that brings Yemeni stakeholders together to implement agreed measures, diffuse tensions, and collaboratively think through the key questions of security, governance institutions and transitional design. Both parties must be willing to sit together and responsibly engage in serious dialogue. This is the measure of their commitment to a future political partnership.”

Hundreds of detainees released in Yemen

Nearly 900 conflict-related detainees are being released by the parties in Yemen starting today, Friday, and over the course of three days. This comes under implementation of the plan agreed by the parties at the last meeting of the Supervisory Committee on the Detainees’ Exchange Agreement, which took place in Switzerland in March. The parties have committed to meet again in May to organize more releases.

The Supervisory Committee is co-chaired by the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) and the International Committee of the Red Cross (ICRC) with the membership of the parties. ICRC is managing the implementation of the release operation which includes flights between six airports in Yemen and Saudi Arabia over the period of three days to repatriate the released detainees.

The UN Special Envoy for Yemen, Hans Grundberg, welcomed the start of the release operation and thanked the parties for their collaboration with his Office and ICRC to implement the plan agreed in March. He also thanked ICRC for their role, and for continued partnership in the Supervisory Committee.
“This release operation comes at a time of hope for Yemen as a reminder that constructive dialogue and mutual compromises are powerful tools capable of achieving great outcomes. Today, hundreds of Yemeni families get to celebrate Eid with their loved ones because the parties negotiated and reached an agreement. I hope this spirit is reflected in ongoing efforts to advance a comprehensive political solution,” Special Envoy Grundberg said, “Thousands more families are still waiting to be reunited with their loved ones. I hope the parties build on the success of this operation to fulfill the commitment they made to the Yemeni people in the Stockholm Agreement to release all conflict-related detainees and bring this suffering to an end.”
Special Envoy Grundberg also urged the parties to immediately and unconditionally release all arbitrarily detained individuals and to adhere to international legal standards in regards to detention and fair trials.

The UN Special Envoy for Yemen, Hans Grundberg, briefed the Security Council today on the latest developments in Yemen and his peace efforts.

“The parties are engaging on next steps. I believe we have not seen such a serious opportunity for ending the conflict in eight years. But the tide could still turn unless the parties take bolder steps yet toward peace," said Special Envoy Grundberg.
He added that the release of almost 900 conflict-related detainees renewed the hopes of many more Yemenis that their relatives too may soon be released and demonstrated the power of peaceful negotiations.

Grundberg expressed concern about recent military activity in Marib, Shabwa, Taiz and elsewhere, and called on the parties to exercise maximum restraint and continue to engage with his Office to ensure maintaining the de-escalation.

Grundberg pointed out that “many aspects of the truce continue to be implemented beyond its lifespan…The truce was meant to be a temporary measure to open space for political talks to sustainably end the war. We could never rely on it to deliver a peaceful future to Yemen.” Grundberg noted that he continued his engagement with the parties to identify next steps towards a permanent ceasefire and the reactivation of a political process under UN auspices, as well as engagement on measures that can alleviate the economic and humanitarian situation in the country. He highlighted that “any new agreement in Yemen must be a clear step toward a Yemeni-led political process. It needs to include a strong commitment from the parties to meet and negotiate in good faith with one another.”

Grundberg reported that his Office continues to engage along multiple tracks to build on the benefits of the truce towards a process for Yemenis to come together and agree on how to sustainably end the conflict.
“In addition to my engagements with the parties and regional actors, I continue to consult Yemen women, youth, and civil society. I am always struck during these engagements by the resilience of the social fabric," he said.

Grundberg concluded by saying that mediation efforts will always adapt and evolve, but stressed that the parties must not allow this moment to pass by without coming to agreement.
