Supervisory Committee on the Implementation of the Detainees’ Exchange Agreement convenes seventh meeting
Amman, 11 March 2023- The seventh meeting of the Supervisory Committee on the Implementation of the Detainees’ Exchange Agreement started today, Saturday, in Switzerland. The Supervisory Committee is co-chaired by the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) and the International Committee of the Red Cross (ICRC), with the parties to the conflict in Yemen as members.
The Supervisory Committee was formed in 2018 to support the parties in fulfilling their obligations as per the Stockholm Agreement “to release all prisoners, detainees, missing persons, arbitrarily detained and forcibly disappeared persons, and those under house arrest, held in relation to the conflict in Yemen, without any exceptions or conditions.”
“I hope the parties are ready to engage in serious and forthcoming discussions to agree on releasing as many detainees as possible. With Ramadan approaching, I urge the parties to fulfill the commitments they made, not just to each other, but also to the thousands of Yemeni families who have been waiting to be reunited with their loved ones for far too long,” said Hans Grundberg, the Special Envoy of the Secretary-General for Yemen.

The UN Special Envoy for Yemen, Hans Grundberg, briefed the Security Council today on the situation and political developments in Yemen.
Special Envoy Grundberg highlighted that Yemen is still benefiting from the achievements of the truce, including relative military calm, continued operation of flights between Sana’a and Amman three times a week, and the entry of fuel ships through Hudaydah port, along with other commodities. However, he cautioned that these gains are fragile, especially without a political agreement on the way forward. In particular, he expressed concern about “the uptick in the number and intensity of clashes in several frontline areas,” and called on the parties to “exercise maximum restraint at this critical time, including refraining from escalatory public rhetoric.”
SE Grundberg further noted that “daily life continues to be a struggle for most Yemenis” and pointed out the dire economic situation, the limited access to basic services and “new restrictions that hinder the freedom of movement of civilians, particularly women, and impede commercial traffic between different parts of the country.”
Grundberg added that the Truce “can only be a steppingstone” and that “we urgently need to build on what was achieved … toward a nationwide ceasefire and an inclusive political settlement to end the conflict.” He reiterated that “short-term solutions and a piecemeal approach can only bring partial relief.”
“A ceasefire and a sustainable political settlement can only be achieved through a more comprehensive approach. I continue to actively engage the Yemeni parties, as well as regional and international stakeholders to achieve this objective,” SE Grundberg said.
He Grundberg further stressed that the resumption of the political process remains at the core of his mandate and said this process has to take into account the complexities of the conflict, and requires strong planning and a vision, and the commitment of the parties.
“A political process that addresses the concerns and aspirations of the Yemeni people must be Yemeni-owned and inclusive. It must include the voices of a wide range of Yemeni stakeholders, including youth, civil society, and women,” said SE Grundberg, emphasizing his continued commitment to the promotion of the meaningful participation of women in all aspects of the peace process.
Grundberg called on the parties to seize the opportunity of the current regional and international momentum to “take decisive steps towards a more peaceful future. This requires patience and a long-term perspective. And this requires courage and leadership. Much has been achieved over the past year and now it is time to take the next step.”

BRIEFING TO THE UNITED NATIONS SECURITY COUNCIL BY THE SPECIAL ENVOY FOR YEMEN HANS GRUNDBERG
Thank you, Mr President, I brief you as Yemenis and Muslims around the world look forward to the holy month of Ramadan. Having lived in this region for many years, I have come to really appreciate the holy month of Ramadan as a time of reflection and a time…
