I was in Oman this week to participate in the Muscat Mediation Retreat. I remain deeply grateful to the Sultanate of Oman for consistently providing a trusted space for dialogue, especially at a time when mediation comes under attack. Impartial and trustworthy mediation, when shielded, remains one of the most powerful tools for resolving even the most entrenched conflicts. This is true also for Yemen.
On the sidelines of the event, I held several bilateral meetings, including with Oman’s Foreign Minister, Badr bin Hamad Al Busaidi, Iran’s Foreign Minister Abbas Araghchi, the Minister of State in Qatar’s Ministry of Foreign Affairs, Mohammed bin Abdulaziz AlKhulaifi, and Yemen’s Vice Minister of Foreign Affairs and Expatriates, Mustapha Noman, as well as with other senior Yemeni officials and representatives of political parties and components.
Our discussions touched on recent developments in Yemen and the region and highlighted the importance of sustained, coordinated regional and national engagement in support of a political process in Yemen.

Statement attributable to the Spokesperson for the Secretary-General – on Yemen
The Secretary-General is gravely concerned about the continued arbitrary detention of 59 United Nations personnel, in addition to dozens of NGO, civil society, and diplomatic mission personnel. He condemns the referral by the Houthi de facto authorities of United Nations personnel to their special criminal court.
The UN personnel have been held incommunicado, some for years, without any due process, in violation of international law. United Nations personnel, including those who are nationals of Yemen, are immune from legal process in respect of all acts performed by them in their official capacity.
We call on the de facto authorities to rescind the referral and work in good faith toward the immediate release of all detained personnel of the UN, NGOs and diplomatic community.
The United Nations remains committed to supporting the people of Yemen and delivering principled humanitarian assistance.

Yemen: Türk calls for release of colleague held by Ansar Allah on fabricated charges
09 December 2025 - One of my colleagues, who has been arbitrarily detained by the de facto authorities in Yemen since November 2021, has been presented before the so-called "Special Criminal Court" in Yemen on fabricated charges of espionage connected to his work. This is totally unacceptable and a grave human rights violation.
Our colleagues, along with dozens of other UN and humanitarian staff, have been detained while bravely carrying out their work assisting the people of Yemen, and held in intolerable conditions ever since. We have also received very concerning reports of mistreatment of numerous staff in detention.
Their suffering, and that of their families, has gone on far too long. Their safety and well-being are at grave risk.
I urge the Ansar Allah authorities in Yemen to release them immediately and unconditionally, to respect the privileges and immunities of the UN and its staff, and to facilitate our humanitarian and life-saving work in support of the Yemeni people and their human rights.

Statement attributable to the Spokesperson for the Secretary-General – on the arbitrary detention of additional UN personnel by the Houthis
The Secretary-General strongly condemns the arbitrary detention on 18 December of a further 10 United Nations personnel by the Houthi de facto authorities, bringing the total number of UN detained personnel to 69.
These detentions render the delivery of UN humanitarian assistance in Houthi-controlled areas untenable. This directly affects millions of people in need and limits their access to life-saving assistance.
The Secretary-General calls for the immediate and unconditional release of all arbitrarily detained personnel from the UN, non-governmental and civil society organizations and diplomatic missions, and calls on the Houthis to rescind the referral of UN personnel for prosecution. He further calls for the respect of international law, including the privileges and immunities of the UN and its personnel, which are essential to enabling humanitarian action in a secure and principled environment.
The Secretary-General and the United Nations will continue sustained efforts with Member States and the Security Council, as well as through direct engagement with the Houthis, to secure the release of all detained UN colleagues. He stands in solidarity with the affected families and communities in Yemen.

Muscat- 23 December 2025. The parties to the conflict in Yemen concluded today a twelve-day meeting in the Sultanate of Oman, during which they agreed to the new phase of releasing conflict-related detainees from all sides.
The meeting was held within the framework of the Supervisory Committee on the Implementation of the Detainees’ Release Agreement, co-chaired by the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) and the International Committee of the Red Cross (ICRC). This was the tenth meeting of the Supervisory Committee, established under the Stockholm Agreement to support the parties in meeting their commitments under Stockholm Agreement to release all conflict-related detainees.
The Special Envoy of the Secretary-General for Yemen Hans Grundberg welcomed the outcomes of the meeting and stressed the humanitarian significance of demonstrating progress on the release of conflict-related detainees. The Special Envoy expressed his gratitude and deep appreciation to the Sultanate of Oman for generously hosting the meeting and for its consistent support to the efforts of OSESGY.
“Reaching an agreement over another phase of the release of conflict-related detainees is a positive and meaningful step that will hopefully ease the suffering of detainees and their families across Yemen,” Mr. Grundberg said. “The agreement’s effective implementation will require the continued engagement and cooperation of the parties, coordinated regional support and sustained efforts to build on this progress toward further releases.”
The Office of the Special Envoy reaffirmed its commitment to continue facilitating the implementation of the Detainees’ Exchange Agreement, in line with humanitarian principles.
