UN Envoy for #Yemen Hans Grundberg arrived today in Sana'a to engage with Ansar Allah on efforts to implement & strengthen the truce.

Below is his statement to the media upon arrival:

"Good morning everyone. I am pleased to be here today in Sana’a for the second time after the truce came into effect. I am also pleased that the truce was extended for additional two months which is a positive signal of the parties' seriousness to uphold and implement the truce. Yemenis have seen the truce’s tangible benefits. We have witnessed a significant positive shift and we have a responsibility to safeguard it and deliver on its potential for peace in Yemen. I look forward to engaging with Ansar Allah leadership on the ongoing efforts to implement and strengthen the truce. I hope we will have constructive discussions on our proposal for re-opening roads in Taiz and other governorates, as well as economic and humanitarian measures, and the way forward. Thank you."

"صباح الخير جميعاً. يسعدني أن أكون هنا اليوم في صنعاء للمرة الثانية بعد أن دخلت الهدنة حيّز التنفيذ. كما يسعدني تمديد الهدنة لشهرين إضافيين وهو مؤشر إيجابي لجدية الأطراف في التمسّك بالهدنة وتنفيذها. لقد رأى اليمنيون الفوائد الملموسة للهدنة. حيث شهدنا تحولاً إيجابياً كبيراً ولدينا مسؤولية لحماية الهدنة وتحقيق إمكاناتها من أجل السلام في اليمن. إنني أتطلع إلى الاجتماع مع قيادات أنصار الله حول الجهود المبذولة لتنفيذ وتعزيز الهدنة. وآمل أن يكون لدينا نقاشات بنّاءة حول مقترحنا لإعادة فتح طرق في تعز ومحافظات أخرى، بالإضافة إلى التدابير الاقتصادية والإنسانية، وسبل المضي قُدماً. شكراً لكم."

UN Envoy for #Yemen Hans Grundberg concluded a visit to #Riyadh today. He met with the President of the Presidential Leadership Council, Rashad Al-Alimi, the Secretary-General of the Gulf Cooperation Council, Nayef al-Hajraf, permanent members of the Security Council, Saudi Ambassador Mohamed Al Jaber and the Egyptian ambassador, Ahmed Farouk.
Discussions focused on implementing the #truce, particularly the opening of roads in #Taiz and elsewhere, to ease the humanitarian suffering of Yemenis by delivering tangible benefits.

UN Envoy for #Yemen Hans Grundberg met today with Ansar Allah's chief negotiator Mohammed AbdulSalam, Omani officials and members of the diplomatic community in #Muscat. They discussed the implementation of the truce, particularly the priority to open roads in Taiz and other governorates.

Mr. Grundberg underlined that opening roads is critical to ease the humanitarian suffering of Yemenis and build confidence. He stressed the opportunity the truce gives to provide tangible relief to Yemenis across the country and build toward a political settlement.

التقى المبعوث الأممي الى #اليمن غروندبرغ اليوم بكبير مفاوضي أنصار الله محمد عبدالسلام وعدد من المسؤولين العمانيين، وأعضاء السلك الدبلوماسي في #مسقط، حيث ناقشوا سبل تنفيذ الهدنة لاسيما أولوية فتح طرق في تعز ومحافظات الأخرى.

أكد السيد غروندبرغ ان فتح الطرق هو أمر بالغ الأهمية للتخفيف من المعاناة الإنسانية لليمنيين وبناء الثقة. وأكد على أهمية الفرصة التي تتيحها الهدنة لتوفير إغاثة ملموسة لليمنيين في جميع أنحاء البلاد، والتوصل الى تسوية سياسية.

Press statement by the UN Special Envoy Hans Grundberg on opening roads in Taiz and other governorates

The parties have a responsibility to ease the suffering of civilians and facilitate their safe freedom of movement. The parties have also committed under the terms of the truce to meet under UN auspices to agree on road openings in Taiz and other governorates. A UN facilitated process provides the parties with a platform for a sustainable and credible negotiated approach to opening roads. Agreement from both sides is important because road openings require coordination and ongoing communication between different sides to ensure safe and sustainable passage for civilians. It is a long-term process and not a one-time action.

Following initial rounds of negotiations held with the parties in Amman and subsequent bilateral discussions, on 3 July my Office shared an updated proposal on the phased opening of roads. Phase 1 includes four roads in Taiz, including a road also advocated for by Yemeni civil society, which will help alleviate civilian suffering and should be opened immediately. Phase II includes the parties’ commitment to open main roads in Taiz and other governorates, including Marib, Al Baydah, Al Jawf, Al Hodeidah and Al Dhale’. We continue to engage with both sides and we urge them to respond positively to this proposal. This will provide a signal of their political will, their investment in the truce and their commitment to find ways to ease the burden on the Yemeni population.

الأطراف مسؤولون عن تخفيف معاناة المدنيين وتسهيل حرية حركتهم الآمنة. التزم الأطراف تحت بنود الهدنة بالاجتماع تحت رعاية أممية للاتفاق على فتح طرق في تعز ومحافظات أخرى. إن العملية التي تيسّرها الأمم المتحدة توفّر للأطراف المنصة لنهج تفاوضي مستدام وموثوق لفتح الطرق. الاتفاق بين كلا الجانبين مهم، لأن فتح الطرق يحتاج إلى التنسيق والتواصل المستمر بين الأطراف المختلفة لضمان عبور آمن ومستدام للمدنيين. انها عملية ذات أمد طويل وليس إجراء يتخذ لمرة واحدة فقط.

شارك مكتبي في الثالث من تموز/يوليو مقترح معدّل حول فتح الطرق على مراحل، بعد جولات أوليّة من المفاوضات في العاصمة الأردنية عمّان ونقاشات ثنائية لاحقة. بحسب المقترح الأخير، تشمل المرحلة الأولى أربع طرق في تعز تضم طريق اقترحه المجتمع المدني، والذي سيساعد في التخفيف من معاناة المدنيين ويجب فتحه على الفور. تضم المرحلة الثانية التزام من الأطراف بفتح طرق رئيسية في تعز ومحافظات أخرى، بما فيها مأرب، البيضاء، والجوف، والحديدة، والضالع. سنستمر بالتواصل مع الطرفين وحثهم على التعاطي بإيجابية مع هذا المقترح. سيكون لذلك دلالة على إرادتهم السياسية، ومدى استثمارهم في الهدنة والتزامهم بإيجاد حلول لتخفيف العبء عن الشعب اليمني.
