In his briefing to the Security Council, the UN Special Envoy, Hans Grundberg, said that progress was being made until recently including securing commitments in late December 2023 by the parties to the conflict to a nationwide ceasefire, measures to improve living conditions, and restarting an intra-Yemeni political process, and to working with his office to operationalize these commitments through a UN roadmap agreement.

However, he recognized that the locus has shifted with rising regional tensions linked to the war in Gaza, and in particular the military escalation in the Red Sea “slowing down the pace of the peace efforts in Yemen.” He added that the reality is that regional dynamics have an impact on Yemen and developments in Yemen can also affect the region.

Grundberg reported to the Security Council that, with the recent concerning developments as a result of escalation in the Red Sea, there is a need to safeguard political space, keep communication channels open and for all actors to remain engaged in his efforts.

The Special Envoy emphasized that, inside Yemen, worrying signs persist including tensions on different frontlines, reported clashes and mobilization, public threats to return to fighting, and staggering economic challenges.

Despite these challenges, he stressed that his mediation approach is flexible enough to adapt to different scenarios. He briefed on his recent visits to Taiz, Mocha and Aden in Yemen where he listened to the concerns and aspirations of many Yemenis and engaged political actors. He also briefed on recent meetings in Iran, Oman, Saudi Arabia, and the UAE to discuss ways to ensure there is a conducive environment to resolve the conflict in Yemen.

Grundberg pointed to the Council three critical actions that are needed in the immediate term: regional de-escalation, stopping public provocations and refraining from military opportunism in Yemen, and the parties’ refocusing on safeguarding the progress made so far.

He also pointed out that regional escalation doesn’t negate the need for the measures agreed by the parties including a nationwide ceasefire, the payment of public sector salaries, resuming oil exports, opening roads, reconstruction, and a political process. Grundberg additionally outlined the benefits that can be achieved through continuing on the path to peace and highlighted that the UN roadmap can be an alternative future that leads to mutual recovery.

“Everyone in this Council wields influence. What you say, and what you do, matters. And Yemen deserves your full attention. Although your vantage points vary, you have a collective responsibility to protect the mediation space and ensure Yemenis have a real chance at peace. I will continue to rely on your concerted support,” Grundberg said.

30 civil society activists from the Civil Alliance for Peace and the Youth Support Group recently gathered in Aden for a three-day consultative meeting organized by the office of the UN Special Envoy for Yemen (OSESGY). Representing diverse voices from ten governorates, they discussed vital linkages between the UN-led peace process and local peacebuilding initiatives.
"I am pleased to meet our colleagues from Aden here. UN consultations are broadening their scope, reaching voices that have not been heard before," said a civil society leader from Shabwa.
Hans Grundberg, UN Special Envoy for Yemen, emphasized the critical role of civil society in inspiring hope and supporting peace efforts, acknowledging the importance of inclusivity in the peace process.
The participants highlighted the necessity of listening to all segments of Yemeni society, particularly women, youth, and marginalized groups, in the political process. They advocated for practical approaches tailored to Yemen's unique circumstances and identified common priorities such as addressing the dire humanitarian conditions, prioritizing the payment of public sector salaries nationwide, and reopening roads in different parts of Yemen to facilitate freedom of movement of people and goods. Another priority that emerged from the deliberations of the working groups was addressing the Southern question, identified as a critical matter requiring political attention.
