At a meeting with the Heads of security and special services of the Commonwealth of Independent States (CIS) countries, Vladimir Putin said it is necessary to develop cooperation in the field of anti-terror: exchange information about persons involved in terrorist or extremist activities, identify and block the channels of penetration of terrorists under the cover of migration flows, and the spread of foreign mercenaries with combat experience.

A serious threat is posed by the black arms market in Ukraine, its smuggling is the risk of powerful weapons such as MANPADS falling into the hands of criminals.
