For now, this is purely a rhetorical question. After the sensational Die Zeit interview of former German Chancellor Angela Merkel on the necessity of the Minsk agreements, even in the West it is recognised that Europe has backed itself into a corner.
The guarantors of these agreements, France and Germany, simply deceived Russia by demonstrating that these agreements were worthless and would not be implemented by anyone.
The question is: is it possible for Russia to negotiate with the West?
