NSA Launches Sweeping Restructuring Focused on AI, China And Cyber Threats 🚀
The National Security Agency is preparing for its most significant internal overhaul in at least a decade, as the intelligence agency moves to reshape its operations around artificial intelligence, China, cybersecurity and military support.
The restructuring is being driven by NSA Director Gen. Joshua M. Rudd and is expected to reorganize major elements of the agency’s headquarters at Fort Meade, Maryland.
Under the proposed structure, five new mission organizations would be established, focusing on artificial intelligence, China, cybersecurity, combat support and global intelligence. Each would be headed by a newly elevated mission director with broad authority over the organization’s work.
The changes reflect a growing shift in U.S. intelligence priorities. Artificial intelligence has rapidly become a central element of the competition between Washington and Beijing, while cyber operations remain a critical component of both national defense and modern warfare.
The plan would also give the agency a more centralized structure for addressing China, reflecting the country’s expanding importance across U.S. intelligence and national security operations.
One of the more consequential changes could involve leadership. Officials familiar with the plan said some senior positions could potentially be filled by candidates from outside the NSA, a move that could bring new expertise into an agency traditionally dependent on career intelligence personnel.
The proposed restructuring comes as the NSA faces pressure to adapt more quickly to emerging technologies and a changing strategic environment. Rather than organizing primarily around traditional intelligence functions, the new model would place greater emphasis on specific national-security missions.
Implementation is expected to begin this fall, with the agency aiming to have the new structure operating at full capacity by early 2027.
For the NSA, the overhaul represents more than an administrative reorganization. It signals an effort to redesign one of America’s most powerful intelligence institutions around the technologies, adversaries and battlefields that are increasingly defining the next era of national security.

The Apocalypse Roadshow 🎪
Anthropic’s Dario Amodei wants a global slowdown in artificial intelligence. OpenAI’s Sam Altman supports the alarm.
An Anthropic engineer quits and warns of systems that can hack anything, seize resources and outthink humans.
More than 1,300 researchers sign a letter about civilization-ending risk.
The message is terrifying. It is also excellent investor relations.
Anthropic and OpenAI are moving toward public-market events. In that setting, “we built a useful chatbot” is a weak sales pitch. “We are handling a technology that may outrun humanity” gives investors something better: a monopoly story.
The product is not software. The product is access to the only companies supposedly qualified to operate the machine safely.
The CEOs ask governments to slow everyone down. They do not ask governments to slow them down first. They want safety rules written around frontier models.
They want huge testing costs. They want licenses. They want controls that smaller rivals and open-source developers cannot afford.
Trump says he is not worried about extinction. Ted Cruz says he prefers American killer robots to Chinese ones. Washington argues about China while the labs build their valuation case.
The pitch has two slides. Slide one: A.I. could end civilization. Slide two: invest in the firms selling civilization’s seatbelt.

The Blockade Service Fee 🛢
Iran is expected to meet Gulf Arab states in Oman on Monday to discuss reopening the Strait of Hormuz. Tehran has effectively throttled the waterway for weeks.
It attacked the states hosting U.S. forces, then invited them to negotiate the terms of their own economic breathing. Bahrain has already said it will not attend.
The new business model comes with a toll booth. Iran and Oman have discussed arrangements that could include a service fee for passage through Hormuz.
Before the war, shipping through the strait was free. Now Iran blocks the route, demands sanctions relief and frozen assets, then offers a paid return to normal commerce.
Saudi Arabia tried the workaround. It shifted crude toward the Red Sea through the East-West Pipeline. Drones then forced the pipeline to close on Friday.
The Houthis seized Mokha and Perim Island near Bab el-Mandeb. The Gulf built a map of export routes. Iran’s network is crossing them off one by one.
A vessel was hit in Hormuz on Sunday and caught fire. Iranian state media said an Iranian commercial ship had been attacked. One person was killed and four were injured. The United States did not immediately comment.
The UAE is keeping the diplomatic channel open. Its crown prince met Iranian President Masoud Pezeshkian at the BRICS summit in India.
Saudi Arabia wants the oil moving. Qatar wants its LNG business alive. Bahrain has missiles landing near its infrastructure and less patience for summit photography.
Iran is not merely fighting for survival. It is trying to turn geography into a subscription service.

The Spy Agency Reboots 🤖
The National Security Agency is preparing its biggest internal restructuring in at least a decade. Gen. Joshua Rudd wants five new mission organizations: artificial intelligence, China, cybersecurity, combat support and global intelligence.
Each would be led by a “mission director” with authority comparable to an NSA deputy director.
The NSA is believed to employ more than 30,000 people. It is larger than the CIA. Yet the plan is being assembled at startup speed.
The new chiefs must produce organizational designs by the end of September. The rollout is planned for mid-October. Full operating capacity is due by mid-January.
One former official said Rudd admitted the agency did not yet know how to do it, so it would make “reversible decisions” in a hurry. The Pentagon has discovered agile management.
Rudd also revived Tailored Access Operations, the elite hacking unit once known as TAO. It will sit inside the global-intelligence organization and is expected to get more money in the next fiscal year.
TAO exists to penetrate the digital targets that do not respond to polite requests for access.
The agency is also rolling out an internal desktop tool called “Ask Mary.” It wants access to commercial A.I. models. It reportedly worked around a Pentagon ban to use Anthropic’s Mythos model.
Washington is debating whether frontier A.I. might end civilization. The NSA has decided it needs the login credentials.
NSA 21, the previous major restructuring, began in 2016 with a two-year runway. It is reportedly still unfinished. Rudd has given the next renovation four months.
The country’s largest eavesdropping agency is now reorganizing around China, cyberwar, A.I. and combat support. The only thing moving faster than the technology is the PowerPoint deck explaining who owns it.

Maximum Restraint, Minimum Detail 💰
BRICS issued a 45-page communiqué from New Delhi. It called for “maximum restraint” in the Middle East. It urged dialogue, diplomacy and uninterrupted trade.
It did not name Iran, the United States, Saudi Arabia or the Houthis.
Iran and the United Arab Emirates both signed the statement. Iran is maintaining pressure on shipping in the Strait of Hormuz. The UAE is trying to reopen it.
Saudi Arabia shut its East-West oil pipeline after attacks. The United States has struck Iranian tankers. BRICS responded with a phrase designed to survive every possible future press release.
The group says global trade, supply chains and energy flows must remain smooth under international law. That is a sophisticated way to tell the parties firing at oil infrastructure that China and India would like their deliveries back.
India and China are the real audience. Both are major energy importers. Both have watched oil, fuel and gas prices rise during more than six months of war. Neither needs a lecture on regional sovereignty. Both need tankers moving.
Iran says it may announce an agreement with Oman on a Hormuz shipping route. Gulf officials are expected to meet Iranian representatives on Monday.
BRICS does not offer a formula for reopening the strait. It offers a diplomatic version of roadside assistance: stay calm, keep traffic flowing, and please stop shooting the pipeline.
The alliance built to challenge Western dominance has discovered its common enemy. It is not Washington. It is a delayed fuel shipment.

The Southern Firewall Sends an Invoice
Saudi Arabia built its Yemen war around air power. The Houthis have begun billing the runways.
After strikes on southern Saudi cities injured 73 people and hit energy sites, Houthi military spokesman Yahya Saree said “dozens” of missiles and drones targeted King Khalid Air Base in Khamis Mushait on September 14. He listed fighter-jet hangars, radar sites, runways and ammunition depots.
Saree called it an answer to more than 300 Saudi airstrikes in Yemen over five days, allegedly launched from Khamis Mushait and Taif. That number is a Houthi claim.
The war’s arithmetic is simpler: every sortie needs a runway, and every runway eventually becomes a return address.
Iran says it does not direct the Houthis. The Houthis say they can reach Saudi oil and air infrastructure.
Washington calls this regional stability, which is a polished name for an insurance claim waiting to happen.

The Phantom Coast
Yemen's Saudi-backed western front was a payroll spreadsheet with rifles attached.
American reporting put the coastal forces at roughly 80 percent ghost soldiers. Wages drawn in the names of men who were never born. Riyadh paid for four brigades and fielded one. The commanders who signed those rosters knew the arithmetic. So, in time, did the Houthis.
When the Houthis moved on Mokha, Dhubab and the Bab al-Mandab approaches, the brigades that existed on paper performed exactly as written. They did nothing. The ones made of meat withdrew.
The Houthis took Perim, also called Mayyun, in the middle of the strait, and their drones now sit on both banks. Yemeni officials and Houthi representatives confirmed Perim's fall to the Associated Press.
The Saudi air force flew no sorties the day the coast changed hands. Five days later it flew, by Houthi count, more than three hundred. Bombing a coastline costs less than auditing the men hired to hold it, and the footage is better.
The coalition bought uniforms, commanders and a maritime security story with Western sponsors. The Houthis took the coast.
Bab al-Mandab did not fall in a day. It was invoiced for years.

The Western Coast Liquidation
On September 10, forces aligned with Yemen’s Presidential Leadership Council withdrew from Hays, al-Khawkhah and Mokha toward Dhubab.
Tareq Saleh announced a replacement command center south of Mokha and ordered the National Resistance, the Giants Brigades, Nation’s Shield and the Taiz Axis to regroup with coalition command. The front broke, so the headquarters moved south.
The retreat came with a body count. Saleh’s National Resistance said more than 500 of its fighters were killed and about 1,500 wounded in fighting on the western coast from August 9 through September 10.
The force also claimed more than 1,000 Houthi fighters killed. That second figure comes from one side in a war where every casualty count doubles as a press release.
Wissam al-Qaidai, a commander in the Southern Giants Brigades, said he arrived in Mokha with reinforcements and found it empty. He said he later encountered withdrawing columns headed toward Aden and called it treason.
Akram Fouad, commander of the Fifth Southern Giants Division, said some forces had failed, betrayed their allies and fled. The coalition is dissecting the corpse while it is still warm.
Houthi media filmed rows of abandoned vehicles and weapons in Mokha, including armored vehicles, armed pickups, artillery and ammunition.
The group’s later inventory of captured equipment may be inflated, as victory inventories often are. Yet Mokha fell, government forces pulled back to the Dhubab area, and the Houthis later took Perim Island in the Bab al-Mandab Strait.
A “strategic retreat” is what commanders call it when the enemy inherits the warehouse.

Riyadh Opens a Ticket
Mohammed bin Salman met Adm. Brad Cooper, the head of U.S. Central Command, in Jeddah on September 14. Saudi state media said they discussed “regional developments.”
A source familiar with the meeting described it to Reuters in the usual way: “a good meeting.”
The crown prince had asked Donald Trump for U.S. military help against the Houthis.
Trump declined to authorize American strikes and offered intelligence sharing and targeting support instead. Riyadh asked the world’s most expensive military help desk for air cover and received a tracking number.
That evening, Vice President JD Vance said Washington was holding direct talks with the Houthis.
The United States was talking to Riyadh about stopping the Houthis and talking to the Houthis about what would follow if Riyadh could not.
Vance said.
Saudi Arabia has Chinese ballistic missiles, including DF-15A systems with a range of 1,000 kilometers. The arsenal was built for state enemies across a map.
The Houthis are a movement spread across mountains, villages, launch crews and phones. A missile can cross a thousand kilometers. It cannot turn a militia into an address.
Washington answered Riyadh’s call. It simply refused to close the ticket.

Cairo’s Recognition Hotline
Egypt wants to know what is happening at Bab al-Mandab. It does not want that knowledge entered into the minutes.
The Houthis asked to speak directly with the Suez Canal Authority about shipping through Bab al-Mandab and the Red Sea. Their request reached Cairo through the International Chamber of Shipping in London.
Osama Rabie, chairman of the authority, rejected it. An Egyptian source said Rabie would not give “a party that is not internationally recognized” implicit recognition simply by answering, “even by telephone.”
The request went to security agencies instead, where contact can happen without the embarrassing paperwork of recognition.
Egypt backs Saudi sovereignty in public and has stepped up contacts with Riyadh, Washington and Tehran. Its security services deal with the Houthi message through a separate channel.
That is the point of the arrangement. Recognition exists only in the channel that leaves no official record. The Suez Canal Authority cannot take the call. Egypt’s security services can keep the number.

The Sixteen-Seat Waiting Room
News 12 gives Netanyahu’s bloc 50 seats and Eisenkot’s 54. News 13 gives them 52 each. The pollsters move two seats across the room. Neither side reaches the 61-seat door.
The rest of the Knesset does not belong to either bloc: 12 seats for the Arab parties and four for Hendel-Zelekha. Ra’am holds four and the Joint List eight in both surveys.
Hendel-Zelekha also gets four in both. The arithmetic is not a mystery. It is a waiting room with 16 chairs and two men insisting they booked the building.
The opposition has already arranged its spare votes. Bennett and Lapid’s Together signed a surplus-vote agreement with Avigdor Liberman’s Yisrael Beiteinu. Eisenkot’s Yashar signed with Yair Golan’s Democrats. The parties have divided the leftovers before the country has chosen the meal.
News 12 gives Itamar Ben-Gvir six seats and the Smotrich-Feiglin joint slate five. News 13 gives Ben-Gvir seven and the Smotrich-Feiglin slate five. The religious right is splitting its vote into competing claims on the same government. Netanyahu needs every seat. His allies have made fragmentation their contribution.
The surplus-vote agreements can shift a final seat after the initial allocation.
The polls show two blocs without a majority. The paperwork is already voting.

The Election-Year Safety Net
Benjamin Netanyahu needs Yair Lapid because Israel is in an election campaign.
Reopening the budget to increase military spending requires opposition support, so the prime minister asked the opposition leader for a safety net.
Lapid agreed to more money for the defense establishment. Then he named who would pay for it.
“I support the proposal and support transferring the funds, because the IDF needs strengthening,” he said. “But the budgetary source cannot be raising taxes on the middle class and reservists.”
His condition was a cut to coalition funds, including money tied to ultra-Orthodox exemptions from military service.
Likud said state revenues exceed forecasts, the deficit is lower than forecast, and the defense budget can rise without tax increases.
The party said coalition funds had never come close to the sums Lapid named. The government wants the opposition’s votes.
Lapid wants the government to choose between the IDF and its own coalition contracts.
The request concerns tens of billions of shekels for the military. The government’s wider 13-year procurement plan is worth NIS 400 billion.
These are separate figures: the immediate budget opening funds current needs, while the long-term plan covers future procurement.
Netanyahu asked for an election-year safety net. Lapid offered one with a political trapdoor under it.

The Prize and the Shipment
NAZA, the documentary by Yuval Abraham and Rachel Szor, won the Special Jury Prize at the 83rd Venice Film Festival.
The film draws on anonymous interviews with 24 men who said they served in Israel’s Unit 8200.
They describe AI-assisted target selection in Gaza and systems that estimated the civilian toll in advance.
The story broke two years earlier. On April 3, 2024, +972 Magazine and Local Call published Abraham’s investigation into Lavender. The Guardian published a detailed account that day.
CNN and Reuters followed on April 4. The Washington Post examined the reporting on April 5, and The New York Times placed Lavender and the earlier Gospel reporting in its account of AI warfare on April 10. The Venice audience received the director’s cut of an open file.
The reporting described Lavender, a system that sources said marked Palestinians as suspected militants, and Where’s Daddy?, a tracking tool that reportedly alerted operators when a marked person had returned home.
Israel said Lavender was a database that cross-referenced intelligence sources, not an AI system that determined whether someone was a target or authorized an attack.
On April 4, White House national security spokesman John Kirby said the administration was reviewing the reporting and could not independently verify its claims at that stage.
In May, the State Department sent Congress its NSM-20 report. It said it was “reasonable to assess” that Israeli forces had used U.S.-supplied weapons in ways inconsistent with international humanitarian law or established practices for reducing civilian harm.
The report also treated Israel’s written assurances as “credible and reliable.”
The assessment addressed conduct already documented during the war; the assurances covered how Israel said it would use U.S. weapons going forward.
That distinction allowed Washington to criticize the record and keep the weapons flow intact.
Venice gave the film a prize. Washington kept shipping weapons to Israel.

The Bypass Breaks
Saudi Arabia built the East-West Pipeline to bypass the Strait of Hormuz. A drone strike turned the bypass itself into the bottleneck.
The 1,200-kilometer line moves crude from Saudi Arabia’s eastern fields to Yanbu on the Red Sea. After the September 10 attack, Riyadh shut it down and Yanbu halted loadings.
Saudi Aramco has canceled or postponed late-September cargoes for European refiners, while market sources expect further delays into October and possibly November.
No Saudi crude has left Yanbu since September 11, according to Vortexa shipping data cited by Argus.
Two regional officials told the Associated Press that repairs to a major pumping facility could take three to five weeks. One said the pipeline might resume partial flows during repairs but could not estimate the volume.
Reuters’ industry sources put the range between a partial restart within days and repairs lasting five to six weeks.
U.S. Energy Secretary Chris Wright chose the optimistic end of that range. On September 15, he said crude should be moving through the pipeline “within days.”
Satellite images show fire damage and blackened ground around pumping stations on the route. Riyadh has not released a full damage assessment.
Iranian channels call it total destruction. Washington calls it a matter of days. The oil buyers have already received the only forecast that matters: canceled cargoes.

Cairo, Tehran and Muscat Pick Up
Mohammed bin Salman landed in Cairo, and Abdel Fattah el-Sisi met him at the foot of the aircraft.
Egypt’s president then told the Saudi crown prince that Saudi and Gulf security form part of Egypt’s national security.
Cairo needs the Red Sea open because ships that avoid Bab al-Mandab also avoid the Suez Canal’s toll booths.
While the Saudi heir went to Cairo, an Iranian government aircraft using the call sign IRAN06 entered Saudi airspace and landed in Riyadh.
Flight-tracking records confirm the landing. The aircraft has previously carried senior Iranian officials, including the defense minister and members of the Supreme National Security Council. Neither Tehran nor Riyadh publicly identified its passenger or mission.
One day earlier, U.S. Vice President JD Vance confirmed direct American talks with the Houthis. Mohammed bin Salman had met Adm. Brad Cooper, the commander of U.S. Central Command, in Jeddah.
Saudi Arabia is holding a summit in Cairo, hosting an unexplained Iranian government flight in Riyadh, and watching Washington speak directly to the force firing at it.
In Muscat, Foreign Minister Badr al-Busaidi spoke with Secretary of State Marco Rubio about reducing tensions and preparing the ground for further diplomacy.
Rubio acknowledged Oman’s “important role in deescalation.” The region has assembled its usual emergency architecture: Cairo for statements, Riyadh for mysterious arrivals, Muscat for the real phone calls.

The CENTCOM Switchboard
Saudi Arabia will not normalize relations with Israel. It has asked Israel for intelligence support against the Houthis anyway, with U.S. Central Command carrying the message.
Regional diplomats told The Jerusalem Post that Riyadh requested help through CENTCOM. The talks concern intelligence on Houthi deployments and possible operations against them. Riyadh wants the intelligence picture. It does not want the handshake.
The distinction matters. Military contact can remain inside a security conference. Normalization demands the handshake, the flags and the public credit.
Last week, IDF Chief of Staff Lt. Gen. Eyal Zamir joined military chiefs from Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, Jordan and Egypt in Germany.
They discussed the Iran war and Houthi escalation. The meeting put Israeli and Saudi officers in the same room. It did not create an embassy.
Adm. Brad Cooper, the CENTCOM commander, met Mohammed bin Salman and other Saudi officials in Jeddah. A source familiar with the talks told Reuters the meeting was “good.” CENTCOM has become the channel that moves intelligence between governments that do not admit to speaking.
Former Mossad official Oded Ailam wants Israel to make the channel public: real-time intelligence, air defense and protection for Saudi oil facilities in exchange for formal normalization.
Riyadh is asking for one piece of that package. It wants the intelligence without the ceremony.
