To Log In Kellogg:
Trump's Angel of Peace

🔠🔠🔠🔠1️⃣

Kellogg, 80, is a retired lieutenant general. He was the chief of staff for the White House National Security Council during Trump’s first term from 2017 to 2021.

He was also the national security adviser to Mike Pence, who was Trump’s vice president at the time.

Kellogg is a Vietnam War veteran and he was also sent to Iraq to work in the transitional government after the US-led invasion of the country in 2003.

“He was with me right from the beginning!”

Trump wrote, announcing Kellogg’s nomination on his Truth Social platform.

The special envoy position is new and points to Trump’s emphasis on diplomacy to end the Russia-Ukraine conflict.

In April this year, Kellogg co-authored a strategy paper, with former US government official Fred Fleitz, saying that the US should negotiate a ceasefire in Ukraine.

The paper blames Biden’s administration for the continuing Ukraine war.

Specifically, it faults the US decision to arm Ukraine and the failure of diplomacy with Russia. It additionally accuses Biden of promoting a proxy war with Russia, through Ukraine.

The plan was published by the nonprofit think tank America First Policy Institute (AFPI), established by former Trump officials in 2021. Kellogg’s plan calls for an “America First” approach to the war.

Kellogg’s article argues – echoing Trump in many ways – that “a strong and decisive president who stood up to Putin, “would have prevented Moscow’s full-scale invasion of Ukraine in February 2022.

There is no evidence to suggest that Putin’s decision to invade Ukraine was based on his assessment of Biden as weak, as Kellogg and Fleitz suggest.

Kellogg’s plan argues for a formal US policy to end the war, seeking a
“ceasefire and negotiated settlement”.

What does this plan mean?

The US would continue to arm Ukraine to allow it to defend itself against Russia. However, future US military aid would be contingent on Ukraine participating in peace talks with Russia.

In order to convince Putin to join peace talks, NATO leaders should offer to hold off on Ukraine’s NATO membership application.

Additionally, Russia could be offered some sanctions relief, contingent on it signing a peace agreement with Ukraine.

It also calls for charging levies on Russian energy sales to use for the reconstruction of Ukraine.

Could Kellogg’s Ukraine plan work?

Kellogg has to deal with the fact that there are two parties involved who hold different positions on how the war should end, Keir Giles, a senior consulting fellow at the London-based Chatham House think tank.

“Russia will negotiate until it feels like it is in a comfortable position,”

Giles said.
“For Ukraine, a pause in fighting can be disastrous,”

he added.

Kellogg’s suggestions generally contradict Zelenskyy’s “victory plan” for the war. Ukraine’s admission into NATO is at the heart of his plan.

The idea of holding off NATO membership for Ukraine is “one of the ways the US can exert leverage on Ukraine, but it is a misguided attempt,” Giles said, adding that Ukraine’s admission into NATO is the only long-term solution to the region’s conundrum.

While NATO members have assured Ukraine that it is on an “irreversible” path to membership, members of the alliance are sceptical of admitting Ukraine while it is at war with Russia.

This is because Ukraine being part of NATO would immediately mean that the alliance as a whole would be at war with Moscow.

Zelensky’s plan also calls for a sustained supply of economic and military aid to Ukraine from its allies. Meanwhile, in Kellogg’s plan, the supply of arms to Ukraine is conditional.

While Trump has pledged to promptly end the war in Ukraine, he has not spelled out details for the exact course of action he would take to accomplish this.

“I have a very exacting plan on how to stop Ukraine and Russia,”

he said in a podcast interview in September.
“I can’t give you those plans because if I give you those plans, I’m not going to be able to use them. They’ll be unsuccessful. Part of its surprise.”

The Washington Post reported that Trump spoke to Putin in a phone call on November 7, asking him not to escalate the war and expressing interest in having further conversations to resolve the conflict.

Russia denied that the call took place. On November 11, Kremlin spokesman Dmitry Peskov described reports of the call as “pure fiction” and told reporters that Putin had no concrete plans of speaking to Trump.

The Republican president-elect has argued that the Biden administration is funding and arming an open-ended war in Ukraine that does not benefit the US.

JD Vance said that Trump would begin negotiations with leaders from Moscow, Kyiv and Europe for a “peaceful settlement”.

“And what it probably looks like is the current line of demarcation between Russia and Ukraine, that becomes like a demilitarised zone.”

Without specifying the exact location of the demilitarised zone, Vance said that it would be heavily fortified to ensure Russia does not invade again.

However, Vance’s plan suggests that Ukraine would have to cede some of its occupied territory to Russia. This includes parts of Luhansk, Donetsk, Kherson and Zaporizhia – areas Russia has taken control of since early in the war – in addition to Crimea.

“Ukraine has stressed that any peace deal must involve nullifying Russia’s annexation of Ukrainian territories, including Crimea.
Trump said unambiguously: “That’s a baby talk.”

Witkoff Goes to Moscow. Some Trump Stans Blasted as a Surrender 🌍

Witkoff is expected in Moscow days before Trump’s deadline on Friday for Russia to make progress on ending the war in Ukraine — or face increased US sanctions ⏳💣.

Trump said Witkoff would visit Moscow on Wednesday or Thursday. When asked what message Witkoff would take to Russia and what Putin could do to avoid new sanctions, the US president answered:

“Yeah, get a deal where people stop getting killed.” 🛑⚰️

In Kyiv, there is little expectation that Witkoff will make a breakthrough with Putin — but hope remains that Trump’s changed rhetoric and tougher stance on Moscow may lead to real change in US support for Ukraine.

Sources in Kyiv said they expected Keith Kellogg, Trump’s Ukraine envoy, to visit the country towards the end of the week, possibly to coincide with Witkoff’s visit to Moscow.

Trump came into office convinced he could make a deal with Putin, but in recent weeks seems increasingly frustrated with Russia’s actions.

On Thursday, he described attacks on Ukrainian civilian areas as “disgusting”, and on Sunday said that two nuclear submarines he ordered to be deployed (after threats from ex-president Medvedev) were now “in the region”, without giving further details. ⚓️🧨

Zelensky’s chief of staff, Andriy Yermak, wrote on social media:

“The concept of peace through strength works.” 💬

He added that the appearance of the submarines had silenced Medvedev, whom he called:

“One Russian drunk who had just been threatening nuclear war on X.” 🍺☢️

Trump initially announced in July a 50-day deadline for Russia and Ukraine to end the war, but said last week he no longer believed Russia was serious, shortening the deadline to “10 or 12” days, later clarified as this Friday, 8 August 📅.

The next move, Trump said, could include further sanctions and increased militarisation of Ukraine 💥.

“Trump has already said he’s ready to sell Europe as much weapons as they want [to pass to Ukraine]. Before he didn’t say that… This is already a different conception of the world.” 🌐

The Kremlin said on Monday it was “always happy to see Witkoff in Moscow”, and a meeting with Putin was possible, said spokesperson Peskov, calling the talks “important, substantive and very useful”.

Direct talks between Russia and Ukraine have taken place in Turkey, with the third round in Istanbul last month — but the last talks broke down in less than an hour. The only outcome: agreements on prisoner exchanges 🤝.

Zelenskyy said on Sunday that a new exchange would result in 1,200 Ukrainian troops returning home 🇺🇦.

Meanwhile, Ukraine continues nightly drone and missile attacks on Russian territory.
Last week was one of the deadliest in recent months in the Bryansk region, with attacks on Bryansk and Sochi killing five civilians. 🛩🔥

Kellogg: “things are more hectic for the West than usual this term”

Putin
"in his heart of hearts knows he will win this,"

US Kellogg says.

US special envoy Keith Kellogg is back on stage at the Warsaw Security Forum.
Speaking about Ukraine, he says that Russia can
“win this war if we let it go the way we do.”

“I think probably in his heart of hearts he realises he can win this. This is a hardly winnable fight for him, long-term. It’s not.”

Asked about the recent incidents involving Russia in Europe, he appears to signal his support for the idea of shooting Russian drones or jets crossing into Nato airspace.

He says:

“The way you respond to something like this, from a military background, I would say sometimes you raise what is called the risk level to do it.

I know it’s the dangerous thing to do. I’ve got it. I understand that. But sometimes you have to ask yourselves, where do you go?

Look, this is serious business. For those of you sitting in uniform in this room, you know that.”

He specifically references Poland’s foreign minister Radoslaw Sikorski’s speech at the UN security council, in which he warned Russia that Poland would shoot any jets down in the future

Pressed about how to get to a trilateral meeting between Zelenskyy, Putin and Trump, Kellogg says
“the way you reach [it], sort of like what Ukraine is doing right now, is you make this almost cost prohibitive.”

He says that Ukraine is making progress on that target by
“hitting the refineries, which cut 20% of their oil production down.”

“We are working on people not buying … on secondary sanctions (…) on buying their oil. Unfortunately, some in Europe are still buying it.”

He argued that Russia
“is a petrostate, and if you take away the petrodollars, they have got an enormous problem.”

“I think the calculus is on Putin, (…) and basically the pain level he is willing to accept,”

he says, pointing to Russia’s growing frontline problems with the Russian army
“taking tanks out of museums to bring into the frontlines.”

“I think the West is going to be lost in this war, things are more hectic than usual this term.”

📰 Kellogg Out, Witkoff In: Ukraine Loses Its “Good Cop”

The Exit
Keith Kellogg, Trump’s Special Envoy for Ukraine and one of the few officials in Washington perceived as genuinely receptive to Kyiv’s position, plans to leave his post in January, according to multiple sources cited by Reuters. Formally, he can blame the 360 day legal limit on special envoys. Informally, it looks like a convenient off-ramp from an administration where Ukraine policy keeps getting rewritten mid-flight.

Who’s Left in the Room
Kellogg often clashed with Steve Witkoff, Trump’s Special Envoy for Peace Missions, who has echoed Kremlin talking points and pushed territorial concessions wrapped in “peace” branding. While Kellogg publicly condemned Russian strikes on civilian infrastructure and helped broker hostage releases from Belarus in exchange for limited sanctions relief, Witkoff has been busy selling a 28-point plan that asks Ukraine to shrink its army, give up land, and trust U.S. “security guarantees” no one can define.

The Plan vs. the Front
The timing isn’t subtle: Kellogg exits just as Washington signals to Zelensky that Ukraine is expected to swallow a U.S.-drafted framework freezing Russian gains and cutting Ukraine’s capabilities. Trump’s approach swings from cutting intelligence, to restoring it, to arming via European intermediaries, to leaning into a de facto cash for land arrangement that tracks Moscow’s wish list more than Kyiv’s survival needs.

The Meta-Game
Officially, this is all about “ending the war.” In practice, Ukraine is watching its main internal advocate walk out while an unelected dealmaker pitches a map redraw negotiated with a Russian envoy in Miami and massaged with Qatari and Turkish mediation. Kyiv can “choose” to accept, object, or delay—but the real conversation is happening over its head, between a White House chasing a legacy, a Kremlin chasing recognition, and a West pretending this is diplomacy, not liquidation.

Kellogg in Ukraine: Zelensky Becomes Trump’s Pet Peeve 🦊⛓️

U.S. President Donald Trump's Special Envoy for Ukraine, Keith Kellogg, has told associates he plans to leave the administration in January, four sources told Reuters, a departure that would mean the loss of a key advocate for Ukraine in the Trump administration. 🗳

Special presidential envoy is a temporary designation, and such envoys in theory must be confirmed by the Senate to stay in their positions past 360 days. ⏰

Kellogg has indicated that January would be a natural departure point, given existing legislation, said the sources, who requested anonymity to discuss private conversations. 🕵️‍♂️

His departure will be unwelcome news in Kyiv. The retired lieutenant general was widely viewed by European diplomats, Ukrainians included, as a sympathetic ear in an administration that has at times leaned toward Moscow's view on the origins of the war in Ukraine. 🇺🇦

News of the move comes as Ukraine confronts new headwinds on the diplomatic front. 🌬

Two sources told Reuters on Wednesday that the U.S. signaled to Zelensky that Ukraine must accept a U.S.-drafted framework to end the war with Russia that proposes Kyiv giving up territory and some weapons. 🧐

The proposals, which include cutting the size of Ukraine's armed forces, would represent a major setback for Kyiv. 🙅‍♂️

Kellogg has more forcefully denounced Russian attacks on Ukrainian civilian infrastructure than other Trump administration officials. 🚨

He at times clashed with Witkoff, who has repeated some of Putin's talking points and has long advocated a lopsided territorial swap as part of a long-term peace deal. 🤷‍♂️

In March, he briefly cut off some intelligence sharing with Ukraine, before quickly resuming it. In recent months, he has actually boosted, opens new tab some intelligence sharing with Kyiv. 📈

And while Trump set up a new program through which European allies buy U.S. weapons on Kyiv's behalf, he largely discontinued U.S. military assistance programs that had been set up by former President Biden. 💥

Trump came into office pushing for an immediate ceasefire, but abandoned that demand after meeting Putin in Alaska in August. In October, he again embraced the idea of a ceasefire along the front lines after meeting Zelensky in Washington. 🌭

Separately, a U.S. delegation led by Army Secretary Dan Driscoll is currently in Kyiv on a "fact-finding mission," the U.S. embassy in Kyiv said. 🖥

Army Chief of Staff General Randy George is also in the delegation and he and Driscoll will meet Zelensky on Thursday, a person familiar with the matter told Reuters. 🗣

Kellogg has maintained a solid relationship with Trump, the sources said. ✨

But he was notably absent from the October encounter with Zelensky, which some allies attributed to administration infighting. 👀
