π ALMM List-II for Solar Cells Comes into Force
π Why in Focus?
β The Ministry of New and Renewable Energy (MNRE) has decided not to grant a blanket extension beyond 1 June 2026 for the implementation of ALMM List-II.
β From now on, notified solar projects must use only approved solar cells listed under ALMM.
π About ALMM (Approved List of Models and Manufacturers)
β Introduced by MNRE in 2019.
β Ensures quality, reliability, and domestic sourcing of solar photovoltaic (PV) equipment.
β Maintains approved manufacturers and models eligible for use in specified solar projects.
π Components of ALMM
β List-I: Solar PV Modules.
β List-II: Solar PV Cells.
π Applicability
β Only ALMM-approved solar modules and cells can be used in:
β Government solar projects.
β Government-assisted projects.
β Open access projects.
β Net-metering projects.
π Objectives
β Ensure quality standards in solar installations.
β Promote domestic manufacturing of solar equipment.
β Reduce dependence on imported solar components.
β Strengthen Indiaβs renewable energy supply chain.
π Significance
β Policy Certainty: Creates a stable regulatory environment for investors and manufacturers.
β Boost to Domestic Manufacturing: Encourages indigenous production of solar cells and modules.
β Supply Chain Self-Reliance: Supports the vision of Atmanirbhar Bharat in renewable energy.
β Energy Security: Reduces dependence on foreign suppliers.
π Challenges
β Capacity Mismatch: Indiaβs solar module manufacturing capacity is around 200 GW, while solar cell capacity is only about 30 GW.
β Pressure on Small Manufacturers: Limited domestic cell availability may increase input costs.
β Market Consolidation Risk: Greater dependence on large integrated manufacturers.
β Higher Project Costs: Domestic solar cells may increase short-term project expenses.
π Way Forward
β Expand domestic solar cell manufacturing capacity.
β Encourage investment in integrated solar manufacturing units.
β Support MSMEs and smaller manufacturers through targeted incentives.
β Strengthen research and development in solar technologies.
π UPSC Relevance
β Prelims: ALMM, MNRE, Solar PV Modules, Solar PV Cells, Net Metering, Open Access.
β Mains (GS3): Renewable Energy, Energy Security, Domestic Manufacturing, Atmanirbhar Bharat, Climate Change Mitigation.

π Why in Focus?
β The Insolvency and Bankruptcy Code (IBC), 2016 has completed a decade of operation, emerging as a major reform in Indiaβs credit market, corporate governance, and insolvency resolution framework.
π What is IBC?
β Enacted in 2016 as a unified insolvency law replacing multiple fragmented legislations.
β Provides a creditor-driven, legally binding, and time-bound mechanism for resolving insolvency of companies, partnership firms, and individuals.
β Aims to maximize asset value, improve credit discipline, and ensure faster recovery for creditors.
π Key Features
β Single Consolidated Framework: Integrates multiple insolvency laws into one code.
β Time-Bound Resolution: Corporate Insolvency Resolution Process (CIRP) follows strict timelines.
β Creditor-in-Control Model: Management shifts from promoters to the Committee of Creditors (CoC).
β Two-Tier Adjudication: NCLT handles corporate insolvency; DRT deals with individuals and partnership firms.
β Institutional Ecosystem: Regulated by IBBI, supported by Insolvency Professionals (IPs) and Information Utilities (IUs).
β Waterfall Mechanism: Defines priority for asset distribution during liquidation.
