A woman separated from her family due to the war. Her journey to her family now takes six hours instead of 30 minutes. Today, she works as a midwife in Taiz, attending births despite power outages, with nothing around her but candles or a phone flashlight to welcome the birth of a new life.

Parties agree under UN auspices to release over 1,600 conflict-related detainees

Amman, 14 May 2026 - The parties agreed today to release over 1,600 conflict-related detainees, an unprecedented number in the history of the current conflict in Yemen. This outcome is the result of 14 weeks of intensive negotiations under the auspices of the United Nations in Amman, Jordan.

“This is a moment of profound relief for thousands of Yemenis who have endured long and painful waits the return of their family members. The steadfast and courageous advocacy of the families of detainees has been instrumental in bringing us to this point,”said the UN Special Envoy for Yemen, Hans Grundberg.

“This outcome is a clear demonstration of what sustained and determined negotiations can produce. It proves that when the parties choose to engage in dialogue, they can deliver on the priorities that weigh most heavily on Yemeni families, and build confidence for the wider peace process.”

He added: “I commend the parties for engaging in good faith and dedicating themselves to these negotiations over many weeks, including through a period of extraordinary regional complexity. I encourage them to build on today’s outcome, and to carry out additional releases, including on a unilateral basis.”

Today’s agreement builds on an earlier round of negotiations in December 2025 in Muscat, Oman.

As next steps, the parties have also agreed to reconvene to negotiate further releases, to conduct joint visits to one another’s detention facilities, and to ensure access to all detainees.

The Envoy further added: “I also express my deep solidarity with all those in arbitrary detention and their families, including personnel from the UN, NGOs, civil society and diplomatic missions arbitrarily detained by Ansar Allah. The United Nations continues with unwavering determination to press for their releases. I hope that today’s positive momentum can help advance the release of our colleagues.”

The Special Envoy expressed his gratitude to the Hashemite Kingdom of Jordan for hosting and supporting this round of negotiations, and for their continued support for wider peace efforts in Yemen. He also thanked the International Committee of the Red Cross for their indispensable partnership as co-chair of the Supervisory Committee on the implementation of the detainee release agreement.

The Supervisory Committee on the implementation of the detainee release agreement was established under the 2018 Stockholm Agreement, in which the parties committed to release all conflict-related detainees under the “all-for-all” principle.

توصلت الأطراف برعاية الأمم المتحدة إلى اتفاق يقضي بإطلاق سراح أكثر من 1,600 محتجز مرتبطين بالنزاع

عمّان، 14 مايو 2026 – توصلت الأطراف اليوم إلى اتفاق يقضي بالإفراج عن أكثر من 1,600 من المحتجزين المرتبطين بالنزاع، وهو عدد غير مسبوق في تاريخ النزاع الحالي في اليمن. ويأتي هذا الإنجاز ثمرة 14 أسبوعاً من المفاوضات المكثفة التي جرت برعاية الأمم المتحدة في عمّان، الأردن.

وقال المبعوث الأممي إلى اليمن، هانس غروندبرغ: "إنها لحظة ارتياح كبير لآلاف اليمنيين الذين الذين طال انتظارهم المؤلم لعودة ذويهم. لقد كان للنضال الدؤوب وشجاعة عائلات المحتجزين دورٌ أساسيٌ في الوصول إلى هذه اللحظة." وأضاف ":يمثل هذا الإنجاز دليلاً واضحاً على ما يمكن أن تحققه المفاوضات المستمرة والجادة. فهو يثبت أنه عندما تختار الأطراف الانخراط في الحوار، فإنها قادرة على تلبية الأولويات التي تُثقل كاهل العائلات اليمنية، وبناء الثقة اللازمة بما يخدم العملية السلمية الأشمل."

وتابع قائلاً: "أشيد بالأطراف لانخراطها بحسن نية وتفانيها في هذه المفاوضات لأسابيع عدة وذلك على الرغم من فترة اتسمت بتعقيدات إقليمية استثنائية. كما أشجعهم على البناء على نتائج اليوم، وتنفيذ المزيد من عمليات الإفراج، بما في ذلك على أساس أحادي الجانب."

ويستند اتفاق اليوم إلى جولة سابقة من المفاوضات عُقدت في مسقط، سلطنة عُمان، في ديسمبر/كانون الأول 2025.

وعلى صعيد الخطوات المقبلة، اتفقت الأطراف أيضاً على الاجتماع مجدداً بشأن مزيد من عمليات الإفراج، وإجراء زيارات مشتركة إلى مرافق الاحتجاز لدى كلٍ منها، وضمان الوصول إلى جميع المحتجزين.

وأضاف المبعوث الأممي:" أُعرب أيضاً عن تضامني العميق مع جميع المحتجزين تعسفياً وعائلاتهم، بمن فيهم موظفو الأمم المتحدة والمنظمات غير الحكومية والمجتمع المدني والبعثات الدبلوماسية المحتجزون تعسفياً من قِبل أنصار الله. تواصل الأمم المتحدة، بعزمٍ لا يلين،الضغط من أجل الإفراج عنهم. آمل أن يُسهم الزخم الإيجابي الذي تحقق اليوم في دفع الجهود لإطلاق سراح زملائنا."

وأعرب المبعوث الأممي عن امتنانه للمملكة الأردنية الهاشمية لاستضافتها ودعمها لهذه الجولة من المفاوضات، ولدعمها المتواصل لجهود السلام الأشمل في اليمن. كما تقدّم بالشكر للجنة الدولية للصليب الأحمر على شراكتها القيّمة بصفتها شريكاً في رئاسة اللجنة الإشرافية المعنية بتنفيذ اتفاق إطلاق سراح المحتجزين.

وقد أُسست اللجنة الإشرافية المعنية بتنفيذ اتفاق إطلاق سراح المحتجزين بموجب اتفاق ستوكهولم لعام 2018، الذي تعهدت بموجبه الأطراف بالإفراج عن جميع المحتجزين المرتبطين بالنزاع وفقاً لمبدأ "الكل مقابل الكل".

Statement attributable to the Spokesperson for the Secretary-General – on the deal reached for the exchange of conflict-related detainees in Yemen

The Secretary-General welcomes the deal reached between the parties to the conflict in Yemen to release more than 1,600 conflict-related detainees, the largest such release agreed upon since the start of the conflict in Yemen. This achievement is the result of weeks of direct negotiations in Amman, Jordan, under the auspices of the United Nations.

The Secretary-General calls on the parties to move swiftly toward implementing the deal in cooperation with the International Committee of the Red Cross (ICRC), so that families can be reunited as soon as possible. He also calls on them to work toward further releases, in line with their obligations under the 2018 Stockholm Agreement to release all conflict-related detainees for all.

He is grateful to the ICRC for its partnership with the UN as co-chair of the Supervisory Committee on the implementation of the detainee release agreement established under the 2018 Stockholm Agreement.

He also expresses his gratitude to the Hashemite Kingdom of Jordan for hosting and supporting this round of negotiations, and to the Sultanate of Oman and Switzerland for hosting earlier rounds of talks on this file.

He calls on the Government of Yemen and the Houthis to build on the positive momentum generated by Thursday’s deal and engage constructively with his Special Envoy on Yemen towards an inclusive political process for a just and lasting peace in Yemen.

The Secretary-General further urges the Houthis to immediately and unconditionally release all arbitrarily detained personnel from the United Nations, NGOs, civil society and diplomatic missions. He reiterates that United Nations personnel including those who are nationals of Yemen, enjoy immunity from legal process in respect of words spoken or written and all acts performed by them in their official capacity and must be allowed to independently perform their functions without hindrance, consistently with the Charter and the Convention on the Privileges and Immunities of the United Nations. He reaffirms that the United Nations system is determined to work through all possible channels to secure their safe release.

14 مايو 2026- يرحب الأمين العام بالاتفاق الذي توصلت إليه أطراف النزاع في اليمن الذي ينص على إطلاق سراح أكثر من 1600 من الأسرى المحتجزين على خلفية النزاع، وهو أكبر اتفاق من نوعه منذ اندلاع النزاع يتعلق بالإفراج عن أسرى. ويأتي هذا الإنجاز ثمرةً لأسابيع من المفاوضات المباشرة في عمّان، الأردن، برعاية الأمم المتحدة.

يدعو الأمين العام الأطراف إلى التسريع في تنفيذ الاتفاق بالتعاون مع اللجنة الدولية للصليب الأحمر، لكي يتسنى لمّ شمل العائلات في أسرع وقت ممكن. كما يدعوها إلى العمل على تحقيق مزيد من الإفراجات، بما يتماشى مع اتفاق ستوكهولم لعام 2018 الذي تعهدت بموجبه الأطراف بالإفراج عن جميع المحتجزين المرتبطين بالنزاع وفقاً لمبدأ "الكل مقابل الكل".
