๐ CMLRE Releases National Report on Deep-Sea & Distant-Water Fishery Resources of Indiaโs EEZ
๐ Why in News?
โ The Centre for Marine Living Resources & Ecology (CMLRE), under the Ministry of Earth Sciences, released a comprehensive national assessment of Indiaโs deep-sea and distant-water fishery resources.
โ The report synthesises over four decades of oceanographic data, including 400+ cruises of FORV Sagar Sampada, providing a scientific foundation for sustainable exploitation of Indiaโs Blue Economy.
๐ Indiaโs Maritime Resource Base
โ Indiaโs Exclusive Economic Zone (EEZ) covers approximately 2.02 million sq km; total maritime jurisdiction including the continental shelf is around 2.37 million sq km.
โ Under UNCLOS, 1982, a coastal State has sovereign rights over living and non-living resources within its EEZ extending up to 200 nautical miles from baselines.
๐ Key Areas Surveyed
โ Arabian Sea, Bay of Bengal, Lakshadweep waters, Andaman Sea and Southern Ocean were covered by the research programme.
โ Important biodiversity-rich areas include Kollam Bank, Angria Bank, Off-Mangalore Deep-Sea Slope, Terrace off Trivandrum and Lakshadweep & AndamanโNicobar Islands.
๐ Mesopelagic โTwilight Zoneโ
โ The 200โ1,000 m depth zone contains dense communities of lanternfishes and deep-sea shrimps.
โ Their vertical migration contributes to the biological carbon pump, transferring carbon from surface waters to deeper ocean layers.
โ This makes the zone important not only for fisheries but also for global climate regulation.
๐ Deep-Sea & Distant-Water Resources
โ Significant deep-sea resources identified include shrimps, perches, scombroids, flatfishes and eels.
โ High-value distant-water species include tunas, billfishes, sharks, oceanic squids and Antarctic krill.
โ The findings could support expansion of Indiaโs distant-water fishing capacity, subject to sustainability and international obligations.
๐ Technology for Sustainable Fisheries
โ The report advocates integration of fisheries acoustics, environmental DNA (eDNA), autonomous observing platforms, satellite remote sensing, AI and ecosystem modelling.
โ These technologies can improve resource assessment, biodiversity monitoring and marine spatial planning.
๐ Blue Economy Opportunities
โ Scientific resource mapping can support sustainable fisheries, employment, food security and maritime economic growth.
โ It can strengthen Indiaโs capabilities in ocean science, marine biotechnology and resource management.
โ Better knowledge of marine ecosystems can help balance economic utilisation with conservation.
๐ Key Challenges
โ Deep-sea exploitation must not undermine the biological carbon pump and ecologically sensitive habitats.
โ Expansion of distant-water fishing requires compliance with UNCLOS and Regional Fisheries Management Organisations (RFMOs).
โ Access to distant fishing grounds may require international agreements and diplomatic cooperation.
โ Focus on deep-sea resources should not divert attention from the depletion of near-shore resources and livelihoods of small-scale coastal fishers.
โ Identification of resources does not automatically mean they can be commercially exploited; appropriate vessels, ports, fisheries infrastructure and regulatory frameworks are also required.
๐ Key Institutions & Terms
โ CMLRE: Centre for Marine Living Resources & Ecology, Kochi, under MoES.
โ FORV Sagar Sampada: Indiaโs flagship Fishery and Oceanographic Research Vessel.
โ Deep Ocean Mission: Launched in 2021; focuses on deep-sea exploration, ocean biology and climate research.
โ eDNA: Genetic material shed by organisms into their environment, enabling species detection without direct sampling.
โ SDG 14: Life Below Water โ conservation and sustainable use of oceans and marine resources.
๐ Case Study / Example
โ FORV Sagar Sampada & Marine Living Resources Programme: More than 400 oceanographic cruises and decades of systematic surveys have enabled India to build a scientific database of deep-sea and distant-water resources.
๐ฏ Mains Application:Indiaโs experience shows how long-term scientific observation can convert the Blue Economy from a resource-extraction agenda into an evidence-based model of sustainable marine governance.
๐ Way Forward
โ Adopt ecosystem-based fisheries management rather than focusing solely on maximum extraction.
โ Use marine spatial planning to identify zones for conservation, fishing and other economic activities.
โ Integrate scientific monitoring with AI, eDNA and autonomous observation systems.
โ Ensure deep-sea development remains aligned with UNCLOS, SDG 14 and conservation commitments.
โ Balance emerging deep-sea opportunities with the livelihood security of Indiaโs coastal fishing communities.
โ MAINS PRACTICE QUESTION
Indiaโs Blue Economy ambitions rest on scientific understanding of its maritime resources. In light of CMLREโs comprehensive national report on deep-sea and distant-water fishery resources, evaluate the opportunities and challenges in harnessing Indiaโs EEZ for sustainable economic growth, with reference to relevant international legal frameworks.

๐ CAQM Mandates Cleaner Light Goods Vehicles in Delhi-NCR, Tightens Stone Crushing Dust Rules
๐ Why in News?
โ The Commission for Air Quality Management (CAQM), in its 29th Full Commission Meeting (18 August 2026), approved Direction No. 102 and Direction No. 103 to strengthen air-pollution control in Delhi-NCR.
โ Direction 102: Phased transition of Light Goods Vehicles (LGVs) towards cleaner technologies.
โ Direction 103: Technology-enabled monitoring and stricter dust-control measures for stone crushing units.
๐ CAQM: Key Facts
โ Established under the Commission for Air Quality Management in NCR and Adjoining Areas Act, 2021.
โ Replaced the Environment Pollution (Prevention and Control) Authority (EPCA).
โ Jurisdiction: Delhi, Haryana, Rajasthan, Uttar Pradesh and Punjab.
โ Its directions override those of CPCB and SPCBs within its jurisdiction, subject to the Supreme Court.
โ GRAP serves as its emergency response framework for tackling deteriorating air quality.
๐ Direction No. 102 โ Cleaner LGVs
N1 LGVs | GVW โค 3.5 tonnes
โ Delhi: From 1 January 2027
โ High Vehicle Density districts โ Gurugram, Faridabad, Sonipat, Ghaziabad & Gautam Buddha Nagar: 1 July 2027
โ Remaining NCR districts: 1 January 2028
N2 LGVs | GVW 3.5โ12 tonnes
โ Delhi: From 1 January 2028
โ HVD districts: 1 July 2028
โ Remaining NCR: 1 January 2029
โก๏ธ Cleaner modes include electric vehicles, hydrogen fuel-cell vehicles and other approved zero/low-emission technologies.
๐ Direction No. 103 โ Stone Crushing Units
โ CPCBโs Environmental Guidelines for Stone Crushing Units, 2023 to be incorporated into Consent to Operate (CTO) conditions.
โ Mandatory continuous PM2.5/PM10 monitoring and video surveillance.
โ Wheel-washing systems at exits to prevent dust from being carried onto roads.
โ Units facing closure must submit corrective evidence and a notarised affidavit before resumption.
โ SPCBs/DPCC must verify compliance and recover Environmental Compensation (EC).
โ CAQM Flying Squads can conduct random inspections; violations can lead to fresh closure.
๐ Other Key Decisions
โ GRAP Stage-I: Invoked 19 May 2026 and revoked 29 May 2026 โ remained active for 11 days.
โ 6 thermal power plants penalised โน61.85 crore for failing biomass co-firing targets in 2024-25.
โ Direction 65: Alternate-fuel relaxation extended till 13 September 2026 amid West Asia energy-supply disruptions.
โ Plantation target for 2026-27: 4.61 crore; 2.53 crore achieved by 4 August 2026.
โ 1,816 units cumulatively issued closure orders; 1,461 considered for resumption after compliance.
โ โน3.26 crore approved for 4 air-quality research projects.
๐ Air Quality Governance โ Key Laws
โ Environment (Protection) Act, 1986 โ umbrella environmental legislation; Section 5 enables binding directions.
โ Air (Prevention and Control of Pollution) Act, 1981 โ legal framework for air-pollution control and CPCB/SPCBs.
โ NAAQS โ standards for permissible concentrations of major air pollutants.
โ NCAP, 2019 โ national programme targeting reduction in particulate pollution in non-attainment cities.
โ BS-VI norms โ Indiaโs current stringent vehicle-emission standards.
๐ GRAP: Four Stages
๐น Stage I: Poor โ 201โ300 AQI
๐น Stage II: Very Poor โ 301โ400 AQI
๐น Stage III: Severe โ 401โ450 AQI
๐น Stage IV: Severe+ โ >450 AQI
๐ Key Challenge
โ Delhi-NCRโs pollution problem is structural and multi-sectoral, involving transport emissions, road/construction dust, industries, biomass burning and other regional sources.
โ Emergency measures such as GRAP can address pollution episodes, but sustained improvement requires source-specific, coordinated and year-round interventions.
๐ UPSC Mains Question
๐น โDelhi-NCRโs persistent air pollution reflects not merely an emergency-response challenge but a structural governance problem.โ Critically examine the institutional design of CAQM and evaluate the effectiveness and limitations of GRAP in achieving sustained improvement in air quality.

โ Air (Prevention and Control of Pollution) Act, 1981 โ legal framework for air-pollution control and CPCB/SPCBs.
โ NAAQS โ standards for permissible concentrations of major air pollutants.
โ NCAP, 2019 โ national programme targeting reduction in particulate pollution in non-attainment cities.
โ BS-VI norms โ Indiaโs current stringent vehicle-emission standards.
๐ GRAP: Four Stages
๐น Stage I: Poor โ 201โ300 AQI
๐น Stage II: Very Poor โ 301โ400 AQI
๐น Stage III: Severe โ 401โ450 AQI
๐น Stage IV: Severe+ โ >450 AQI
๐ Key Challenge
โ Delhi-NCRโs pollution problem is structural and multi-sectoral, involving transport emissions, road/construction dust, industries, biomass burning and other regional sources.
โ Emergency measures such as GRAP can address pollution episodes, but sustained improvement requires source-specific, coordinated and year-round interventions.
๐ UPSC Mains Question
๐น โDelhi-NCRโs persistent air pollution reflects not merely an emergency-response challenge but a structural governance problem.โ Critically examine the institutional design of CAQM and evaluate the effectiveness and limitations of GRAP in achieving sustained improvement in air quality.
