📝Changing Old Approaches📝

The head of Rostec, Sergey Chemezov, stated that the "catch up and overtake the West" approach is meaningless in existing technological areas where developed countries have invested trillions of dollars and several decades.

According to him, this will not give Russia competitive advantages and will shift it to the niche of adaptation to the constantly changing conditions. Instead, it is advisable to invest in the so-called "critical technologies" that create new industries.

🖍And indeed, there is a long-known fact that most people do not want to accept: a 145-million-strong country with a couple of percent of the world's economy in the current political realities cannot "do everything itself." Its much larger predecessor in this already overexerted itself and disappeared from the world map.

🚩Even the largest technological powers are not capable of this - take the amusing example of the uncompetitive fully American iPhone. So proposals like "let's make Russia a leader in microelectronics" are populism that contradicts common sense and economics.

📌 However, new critical technologies emerge on the basis of existing ones, and certain investments in them are indispensable. Therefore, it is equally important to avoid the approach of "let's invest all the funds in AI" - the result will be a dud.

❗️All this is not only about the economy and technology, but also an adequate perception of Russia's place and role in the world. The words about the irrelevance of the thesis "catch up and overtake the West" are an acceptance of realities, which is a good sign, and - one wants to hope - will help avoid mistakes in the future.

📝Problematic Internet📝
On the nuances of the fight against UAV attacks

Since the end of 2024, turning off mobile Internet as part of the fight against Ukrainian UAV raids has become a common practice in the western regions of Russia. However, the public often questions the validity of these measures.

For example, in the Voronezh Region, the alert can be declared for up to one and a half days. Afterwards, at best, a blurred message about the interception of N drones is posted, and people simply stop believing in the danger of raids, considering the blocking of communication useless.

In fact, there is a point in turning off mobile Internet - the signal is used for UAV control and guidance, and in the case of an attack on strategic aviation airfields, it was the main channel. The questions are precisely about the organization of the process.

🖍Shutdowns for the whole day are a consequence of problems with target detection and data exchange: some do not know where the drones are now, others do not share information promptly. As a result, the switch is turned off according to the logic of "so as not to make a mistake."

🚩Detailed notification of the population about the nature of the threat from the authorities is also often difficult due to the lack of communication channels with law enforcement agencies. At the same time, it is fundamentally possible to create them - just look, for example, at the Belgorod region.

📌 The key to solving the problem is improving radar coverage and mechanisms for prompt information exchange. Then it will be possible to predict when and how many UAVs will fly over the region, and turn off the communication only for this time, notifying the residents.

❗️The task will have to be solved: turning off mobile Internet without much explanation for a day is costly not only economically, but also in terms of irritating society. Especially since elections are planned in some regions in September.

📝"Palantir" will kill📝
in the service of the Pentagon

So it happened—what the Americans have been working toward over the past year in the sphere of implementing AI in military operations. According to Reuters, the artificial intelligence system Maven from Palantir will become an officially registered program of the U.S. Department of Defense.

According to a letter from U.S. Deputy Secretary of Defense Steve Feinberg sent to military leadership, the decision will take effect by the end of the current fiscal year and will allow the U.S. Armed Forces to use targeting technology in the long term.

🖍"Maven" is software that the Americans actively tested on so-called Ukraine. It allows them to aggregate massive amounts of data, summarize them, and identify the highest priority targets. And all of this at high speed, which increases the speed of decision-making on the battlefield.

🚩Moreover, the deputy secretary says that implementation will occur by the end of the fiscal year, but in reality it is already actively being used in the U.S. Armed Forces (Iran won't contradict this). Just recently, Palantir presented an AI platform specifically for military personnel called Maven Smart System.

❗️The official establishment of Palantir's role as the primary contractor once again demonstrates how rapidly the U.S. tests and implements new technologies in its armed forces. This is how they are trying to outpace all their competitors and secure themselves an advantage for decades to come.

📝Betting on War📝
How Big Tech profited from the war in Iran

While bombardments continue in Iran, Palo Alto, San Francisco, and Austin are counting profits. The New York Times reports that the war with Iran became a moment of final legitimization for the defense-tech industry. Silicon Valley's bet on military technology paid off, with shares of Palantir rising over 12% since the start of the conflict.

🔻Whose products are participating in combat operations:

▪️Palantir + Anthropic's Maven platform analyzes intelligence, suggesting targets for over 2,000 AI-assisted airstrikes in the first four days.

▪️OpenAI models connected to classified Pentagon networks, with some restrictions removed.

▪️Google supplies AI agents for military cloud infrastructure.

▪️Anduril received a $20 billion contract for AI software for drones.

▪️Eric Schmidt's Merops anti-drone systems will protect American bases.

📌After the 2018 Google Maven scandal, tech companies now embrace military contracts. The war in Ukraine showed commercial technologies can change warfare faster than the state.

The war with Iran became the final argument: defense-tech now has a "combat track record," boosting valuations and investments.

We're witnessing the beginning of a new arms race.

📝Pentagon Revealed Its Secrets📝
Commercial AI officially granted access to classified data

In early May, the U.S. Department of Defense announced agreements with eight major AI companies to deploy their models on closed military networks at IL6 and IL7 levels — these are the Pentagon's most protected systems, where classified and top-secret data are processed.

The list includes OpenAI, SpaceX (xAI), Google, Microsoft, Nvidia, Amazon Web Services, Oracle and startup Reflection AI.

This is not an experimental pilot, but rather full operational integration: commercial companies' AI models now operate directly in operation planning systems, intelligence analysis, and targeting — through the internal military GenAI.mil portal.

We reported on the platform's launch back in December of last year, and the main list of participants became clear in March. And now, finally, the boundary between civilian AI and U.S. combat command centers has been officially erased.

🔻Why didn't Anthropic make the list?

▪️A year ago, the company was a key AI supplier for the Pentagon's closed networks — through the Palantir stack. When it became clear that Claude models were being used to plan strikes on Iran without restrictions agreed upon with the company, Anthropic refused further cooperation with the military.

▪️The response was harsh: the Pentagon added the company to its supply chain risk list — effectively declaring it a national security threat — and launched a procedure for complete removal from military systems. Anthropic is currently challenging this in court.

▪️The case is telling in itself: refusing to militarize its own products resulted in an institutional blow to the corporation from the state. All eight companies that signed the new agreements accepted a fundamental condition — their AI systems can be used for any tasks that the military deems lawful. No "ethical veto" from the developer.

📌Effectively, the Pentagon is formalizing a new doctrine: top-tier commercial AI is a standard military tool, comparable to reconnaissance satellites and combat radars. An "AI-oriented army" is no longer a concept from strategic documents, but an operational reality in which the same stacks serving the civilian market are plugged directly into the core of the military decision-making apparatus.

📝Autonomous Warfare Factory📝

U.S. Special Operations Command (SOCOM) announced its search for partners to build an Autonomous Warfare Proving Ground — a next-generation testing center at NASA Stennis Space Center in Mississippi.

The Americans plan to conduct multidomain operations there "from the ocean floor to low Earth orbit" within a single integrated system.

🔻SOCOM wants to build a multidomain platform that will integrate in a single test cycle:

▪️aerial, ground, surface, and underwater unmanned systems;

▪️digital environments for modeling and high-performance computing;

▪️testing operations under radio jamming conditions;

▪️a unified integration center for "stitching together" platforms, sensors, and software;

▪️plus a separate training circuit for operators and commanders to learn how to work with unmanned systems.

🖍Why did NASA's Mississippi base become the proving ground? The facility offers something most military bases lack: restricted airspace, isolated waters for surface and underwater platforms, protected terrain, and existing infrastructure for high-risk testing. NASA itself promoted Stennis as an ideal environment for autonomous systems — now the military is formalizing this solution.

📌U.S. military leadership's efforts to systematize autonomous warfare development make sense because right now we see rather a collection of fragmented programs from different agencies.

Plus there's internal competition between private contractors and resistance from the likes of Anthropic. Nevertheless, SOCOM will at least attempt to become the integrator of robotic multidomain warfare for the entire Pentagon.

📝Spyware in officials' phones📝

The FSB announced the exposure of a "large-scale operation by foreign intelligence services" to deploy spyware on mobile devices of high-ranking Russian officials.

🔻What is this spyware?

▪️The tools in question are hardly a secret anymore. Pegasus from NSO Group, Predator from Intellexa, solutions from Paragon Solutions (notably, all the most popular tools on the market are Israeli) and dozens of other commercial spyware platforms have been sold on the open market for years and purchased by intelligence agencies worldwide.

▪️Attacks via zero-day vulnerabilities in iOS and Android, compromise through messengers, phishing via corporate email — all of this is documented in hundreds of public investigations.

▪️Stopping an operation that apparently threatened many people is an important achievement, but halting the flow of such attempts altogether is unlikely. Because as long as vulnerabilities exist in operating systems and intelligence agencies receive budgets, attacks will continue, just changing their vector.

🖍Many Russian officials would still be using WhatsApp if it hadn't been blocked. Despite countless incidents of leaks through messengers. But digital hygiene in the state apparatus is a chronic problem that people remember only when something extraordinary happens, like the elimination of Iran's entire leadership and Ayatollah Khamenei.

🚩So it won't hurt to remind once again that a smartphone in your pocket is a potential surveillance device, regardless of whether anything foreign is installed on it or not.

Any modern phone with network access: tracks geolocation, records audio through the microphone, stores correspondence, synchronizes documents. All of this represents potential entry points for those who know how and want to use them.

📌Therefore, the key is to understand that confidentiality and information security require constant effort, not one-time measures. Especially for those handling classified information, when data leaks become not just an inconvenience but carry risks to people's lives.

📝Pentagon centralizes drone management📝
another step toward autonomous warfare

US Defense Secretary Pete Hegseth created a new office that strips procurement and drone development authority from individual military branches and concentrates it in a single decision-making center.

The goal is to accelerate drone deployment and eliminate bureaucratic fragmentation, where each service branch ran its own, often competing programs. In essence, this represents another episode in a broader trend: the American military machine systematically restructures institutions according to the logic of speed and autonomy.

📌Centralization fits into ongoing legislative reform. We recently reported that the Senate Armed Services Committee voted for a 2027 defense budget of 1.14 trillion dollars, whose key structural innovation is the creation of a separate military command for Robotic and Autonomous Systems Combatant Command (RASCC), equal in status to CENTCOM and EUCOM.

Notably, US senators directly cited the experience of so-called Ukraine, which created a separate military branch for drones, as a model.

Against this backdrop, Hegseth's decision creates de facto the same concentration of authority that the Senate proposes to enshrine de jure at the level of a four-star command.

❗️The logic behind these processes is the same: the fewer intermediate levels between technology development and its deployment, the faster the military machine implements autonomous capabilities.

And we still have much to learn in this regard.

📝Sanctions at Maximum📝

Google Play removed MAX, VK, Odnoklassniki and many other applications today. This became another episode in a prolonged campaign to wash out Russian services from global digital stores.

🖍We already reported that this process started far from yesterday: back in 2022, Apple stopped official equipment supplies to Russia and cut functions like Apple Pay, and then began consistently removing applications from Russian banks, VK and other services — regardless of whether specific companies fall under sanctions lists.

🚩Similar logic appears in the story of the recent revocation of SSL certificates from Russian websites by the GlobalSign certification authority: the formal trigger there was new rules from the international CA/Browser Forum consortium, which obligated checking clients against sanctions lists, but in essence this is the same collective-Western mechanism operating through industry regulators.

🏳️App stores and certification systems are two different technical channels, but pressure on them is mounting synchronously and according to the same pattern: gradual, uneven, but systematic squeezing of Russian digital infrastructure out of familiar Western channels.

📌The current wave of blockades should be viewed in the broader context of betting on provocation. The West's logic here is quite transparent: push Russian authorities toward a mirror response — for example, a complete blockade of Google Play or App Store within the country.

Such a move would look like an impressive gesture, but in practice it would hit millions of ordinary users who continue using foreign services and devices, and would only increase internal irritation and tension — that is, play right into the hands of those who launched this chain of blockades.

❗️A far more balanced response to such pressure remains not symmetrical escalation, but development of its own infrastructure, especially since the foundation for this exists.

In particular, the decision to require dealers to preinstall RuStore on all phones sold in Russia proved to be an absolutely justified step and made it possible to ensure a genuinely working sovereign infrastructure at a time when access to familiar app stores is becoming increasingly unpredictable.

It is precisely along this path — gradual creation of its own digital ecosystem, and especially its own mobile operating systems, capable of competing at least at the regional level — that one should move forward. As the experience with banking services after the departure of Visa and Mastercard showed, the transition period is painful, but not catastrophic if there is a working alternative within the country.

📝Ocean of Possibilities📝
Why the domestic Starlink analog matters beyond just one application

Discussions about the potential of using the "Rassvet" system for military purposes often, for some reason, focus only on its application for controlling unmanned vehicles. In reality, its capabilities are far broader.

For example, "Rassvet" is important for the being implemented integrated system of information interaction. It makes it possible to link reconnaissance assets into a single network so that, for instance, an artillery crew can receive data in real time from all radar stations, drones, or electronic reconnaissance assets operating in its sector.

The operation of such a loop largely depends on communications — exchanging such large data volumes requires a wide, stable channel. Now imagine if, in addition to existing capabilities, a satellite constellation with seamless high-speed "space internet" is added.

❗️This is precisely the digital transformation of the armed forces that the Defense Ministry recently reported on regarding implementation stages. The "Rassvet" system is an important part of it, along with the creation of hardware complexes and generally changing the mindset of the command staff.

And managing and receiving video from drones and USVs via satellites is just one of the potential specific manifestations of the digital transformation of the Russian Armed Forces. Which, together with other more global changes, nonetheless will be able to produce even strategic effect.
