The United States Coast Guard’s Office of Commercial Vessel Compliance has released its 2024 annual report over US port state control. The aim of the report is to “provide the global maritime industry key statistics and compliance trends in relation to compliance with U.S. and international regulations, such as the Safety of Life at Sea (SOLAS), International Convention for the Prevention of Pollution from Ships (MARPOL), and the International Ship and Port Facility Security Code (ISPS).” #PSC #USCG #Report2024

AMSA releases their Annual PSC inspection report 2024.Foreign flagged ships are generally eligible for PSC inspection every 6 months. For eligible ships, AMSA applies a dynamic risk profiling system to assist in allocating PSC inspection resources in the most effective manner. The risk factor does not mean the ship is a high risk as such, it is simply a statistical tool to prioritise inspections. #AMSA #PSC #Report2024

PSC CIC 2025 ON BALLAST WATER MANAGEMENT AND DNV’S PSC TOP 18

This year’s Port State Control Concentrated Inspection Campaign (PSC CIC), taking place from 1 September to 30 November 2025, will focus on ballast water management. This news also shares some updates of DNV’s PSC Top 18 detainable deficiencies list.
Every year, PSC regimes determine a specific focus area during regular inspections. For 2025, the Paris and Tokyo MoUs have agreed to run a CIC on the topic of ballast water management (BWM). It is expected that the majority of PSC MoUs will participate in this year’s CIC. #DNV #PSC #CIC

Grey Water Rules: Rising Compliance Challenge for Shipping.Grey water, though not covered under MARPOL Annex IV, is increasingly regulated by individual port states, leading to fines and detentions for non-compliance.
The fragmented regional approach to grey water discharge rules creates complex compliance challenges for international shipping.
Proactive operational measures, proper voyage planning, and close coordination with local port agents are essential to ensure compliance and avoid costly delays.
The Club has recently observed several pollution incidents involving the discharge of grey water within territorial waters where such activity is prohibited under national legislation.
These incidents have resulted in vessel detentions and fines imposed by Port State Control (PSC). Grey water is defined as wastewater originating from domestic sources such as baths, showers, sinks, washing machines, and other kitchen appliances on board, according to West of England P&I .#WestofEngland #GreyWater #PSC

ABS Guidance Clarifies Heat Shield Requirements for Engine Room Ladders. PSC may cite deficiency 07120 if gaps exist between ladders and decks.
SOLAS II-2/13.4.2.4 requires steel shields for inclined ladders and stairways.
Shields must provide continuous protection against heat and flame.
In light of recent findings from Port State Control (PSC) regarding the design and installation of heat shielding ladders that serve as escape routes from machinery spaces,
ABS has stepped up to offer some guidance on ladders and stairways used for escaping engine rooms. In a letter addressed to the industry, ABS pointed out that PSC inspectors might flag a deficiency under 07120, Means of Escape, if there’s a gap in the heat shielding between the ladder and the deck it connects to, reports IIMS. #ABS #PSC #EngineRoomLadders

Engine Room Deficiencies Lead to Vessel Detention Following PSC Inspection. The American Club has released a new Good Catch safety series, emphasizing the importance of maintaining a clean and well-organized engine room to prevent fire hazards and ensure vessel safety. The case details a recent Port State Control (PSC) detention of a general cargo vessel following multiple engine room deficiencies related to fire prevention.
A general cargo vessel was detained after a Port State Control (PSC) inspection identified multiple engine room deficiencies related to fire prevention.
According to the PSC report, the inspector’s initial impression upon entering the engine room was unfavorable, prompting a more detailed inspection of the vessel’s systems and safety arrangements. #API #PSC #EngineRoom #Deficiencies

In response to a concerning rise in machinery and electrical failures among vessels navigating high-traffic shipping lanes, volatile weather systems, and complex tidal regions, the Liberia Maritime Authority has initiated a Concentrated Inspection Campaign (CIC) to reinforce global safety standards and regulatory compliance. This proactive measure addresses the heightened operational risks found in demanding maritime environments, where equipment reliability is critical to preventing collisions, groundings, and environmental disasters. By intensifying the scrutiny of propulsion systems, power redundancy, and crew emergency preparedness, the Authority aims to ensure that shipowners maintain rigorous preventative maintenance schedules and that all registered vessels are structurally and operationally equipped to handle the stresses of modern commercial seafaring. #LiberianRegistry #PSC #CIC #CheckList
